Immigrant Investor Programme

Ireland

Program Overview

Ireland's Immigrant Investor Programme (IIP) is one of the most strategically valuable investor residency programmes in Europe, offering a uniquely powerful combination that no other EU programme can match: permanent residency after just two years, a path to an Irish EU passport after five years, and — through Ireland's membership of both the EU and the Common Travel Area — simultaneous visa-free access to both the European Union single market and the United Kingdom.

This dual access is Ireland's defining advantage in the European investor residency market. While Brexit severed the UK from the EU for most purposes, Irish citizens retain full rights in both jurisdictions under the Common Travel Area agreement that predates EU membership. An Irish passport holder can live, work, and do business in any of the 27 EU member states and in the United Kingdom without restriction — a combination available through no other EU citizenship.

The programme requires a qualifying investment of €1 million in an Irish enterprise or approved investment fund, or a €500,000 endowment to a qualifying Irish project. The minimum investment threshold for the endowment route (€500,000) is among the lowest for EU permanent residency programmes. Note: the Irish government announced a review of the IIP in 2023 — applicants should verify the current programme status with a licensed advisory firm before proceeding.
